This study examines the role of social capital in outreach efforts to Female Sex Workers (FSWs) by Field Outreach Workers (FOWs) from the Redline Indonesia NGO for the prevention and control of HIV/AIDS in East Java. Social capital includes norms, social networks, and trust, which FOWs utilize to approach FSWs, particularly after the government's closure of brothel areas. Using a qualitative method with a phenomenological approach, this research explores the experiences of FOWs in several districts, such as Kediri, Nganjuk, Jombang, and Madiun. The findings reveal that a social capital-based approach—through the application of positive values, network-building with stakeholders (such as community health centers and key figures), and trust-building with FSWs—is effective in increasing FSW participation in health screenings. This success is supported by a continuous, empathy-based approach that helps overcome stigma and fosters greater involvement from FSWs in health programs.
